Process safety and risk management

The process safety at HIP-Petrohemija aims to reduce the risk of accidents in the processes of production, transport, processing and storage of hazardous substances to acceptable limits, in order to protect people, the environment, property and the process reliability and reputation of the company.
Process safety ensures the existence of technical and organizational mechanisms for preventing adverse events, as well as measures to mitigate the consequences in the event of their occurrence.
Process safety management (PSM) is an integral part of the HSE system at HIP-Petrohemija and is regulated by the internal document SD-09.02 – Safety Assessment. PSM involves the systematic application of clear instructions, good practices and technical specifications, with the aim of achieving a safe and reliable process.
At HIP-Petrohemija, a risk management system has been established, based on the identification of HSE hazards, analysis and assessment of HSE risks, definition and implementation of adequate risk control measures, as well as continuous improvement of the system (Risk Register).

At HIP-Petrohemija, a formal risk assessment/analysis is carried out during the preparation of:

  • Direct risk assessments/analyses for specific work activities and the issuance of Work Permits – UP-09.01.14-011: Hazard Identification and HSE Risk Assessment, UP-09.01.14-010: Work Permit System and High-Risk Work Activities;
  • Workplace Risk Assessment Act – UP-09.01.14-002: Preparation and Revision of the Workplace Risk Assessment Act;
  • Process Safety Study and Risk Assessment – SD-09.02.02: Process Safety Management System;
  • Instructions for Safe Work – UP-09.01.14-001: Drafting Instructions for Safe Work, Identifying Hazards and Risk Assessment;
  • Risk register in investment projects – UP-17.01.05-004: HSE Aspect in Managing Investment Projects;
  • Organizational changes, travel planning, etc.

Continuous education of employees, monitoring of incidents, and the introduction of corrective measures ensure the continuous improvement of the risk management system.

The Work Permit (WP) system aims to ensure the existence of an appropriate system of control of recognized risks that occur when performing high-risk work activities – UP-09.01.14 -010: Work Permit System and High-Risk Work Activities. The Work Permit is an approval by the appointed responsible persons for the execution of a specific task, at a defined position, within a defined time period, in accordance with the specified, approved and communicated measures.

The goal of HIP-Petrohemija is zero injuries and incidents. By introducing and applying a structured approach to risk management and a system of work permits, the company builds a culture of responsibility, safety and professionalism in all business segments.

The Company issues work permits for the following high-risk work activities:

  • Work at height – UP-09.01.14-007: Work at Height;
  • Work in confined space – UP-09.01.14-016: Work in Confined Space;
  • Work in zones where flammable and/or toxic gases may occur;
  • Mechanical load lifting and transfer – UP-09.01.14-018: Safe Work when Mechanically Lifting and Moving Loads;
  • Hot works – UP-09.01.14-029: Application of Safety Measures when Performing Hot Works;
  • Works in high-voltage facilities, works in the vicinity of high-voltage lines, as well as works on live installations and equipment (under high and low voltage) – UP-09.01.14-006: Safe Work on Transformer Stations and Switchgears.

The mandatory issuance of the Work Permit when performing the defined high-risk work activities is one of the Six golden rules of the Company.
